Today, the Technical University of Moldova had the honor of hosting distinguished visitors, who expressed strong interest in the ongoing construction of the “Cybercor” National Institute of Innovation in Cybersecurity. This promising initiative represents a significant milestone in the development of Moldova’s cybersecurity sector.
Nathaniel C. Fick, the U.S. Ambassador-at-Large for Cyberspace and Digital Policy, toured the nearly completed construction site, highlighting the critical importance that international officials place on strengthening Moldova’s cybersecurity capabilities.
The visitors were notably impressed by the progress and commitment shown by the UTM team, led by Rector Prof. Dr. Viorel Bostan and the Institute’s strategic coordinator, Dr. Dinu Țurcanu. The presence of representatives from USAID Moldova, the U.S. Embassy in Moldova, and the “Future Technologies” project—financially backed by USAID, Sweden, and the United Kingdom, under the leadership of Director Doina Nistor—further underscores the substantial international support this project has attracted.

The meeting brought together prominent figures from UTM and the private sector, including Ludmila Peca, Director of CYBERCOR, Andrian Cornei, Director of Xontech Systems, and Marius Dumitrașcu, Director of CODWER. They discussed with the guest how their collaboration with UTM in organizing hackathons, Capture the Flag (CTF) competitions, and security exercises enhances the practical training of students. UTM’s close partnerships with these companies are well recognized, as they regularly engage in various cybersecurity-focused training and educational initiatives.
“The university will implement training programs, organize cybersecurity exercises, lead research and innovation in the field, and develop strategic partnerships with relevant organizations. CYBERCOR will emerge as a national center of excellence in cyber innovation, significantly enhancing the skills of both students and professionals through digital education. Although the CYBERCOR Institute is still under construction, hundreds of public officials have already been trained in cybersecurity. In addition, UTM has modernized the bachelor’s and master’s curricula in cybersecurity to better prepare skilled specialists for the job market,” said UTM Rector Viorel Bostan.
The visitors toured the Institute’s construction site, where they were introduced to the modern facilities and advanced technologies.

This project is not only a major leap forward for Moldova’s cybersecurity but also an incredible opportunity for the youth of this country.”
He further emphasized that motivating and retaining Moldova’s talented youth for the country’s future. “We need young innovators and emerging specialists to stay in Moldova and contribute to its development. I firmly believe that this center will not only provide the necessary platform for you to develop your skills but will also create an environment where your ideas and creativity can flourish.”
As digitalization becomes increasingly prevalent, Moldova has a unique chance to position itself as a regional leader in this field. “Cybercor” stands as a cornerstone in this effort. By enhancing digital capabilities, we not only strengthen national security but also spur economic growth, attract investment, and create well-paid jobs for our young people.
It is worth noting that a key decision by the Government of Moldova, made on September 13, 2023, established UTM as the central institution in the field of national cybersecurity. The “Cybercor” Institute will occupy a contemporary space of approximately 1,000 square meters and will be equipped with state-of-the-art facilities, including technology spaces, training rooms, cybersecurity simulation labs, and a large-capacity event hall. A special highlight will be the thematic laboratory, equipped with the latest cybersecurity technologies and tools provided by renowned global suppliers.
