Department of Resource Management
The University department responsible for financial management, human resources, public procurement, and the efficient use of UTM resources.
I. General Information
The Department of Resource Management is a University administrative unit established on 1 June 2016 in accordance with the Resolution of the UTM Senate dated 30 May 2016.
II. Mission
The mission of the Department of Resource Management of the Technical University of Moldova is to contribute to the efficient operation of the University by implementing modern financial management and human resources policies and procedures, optimizing expenditure, ensuring the efficient use of human and material resources, in accordance with the University's policies and the legislation in force.
The Department ensures that the University's needs for goods and services are met through the proper implementation of public procurement legislation.

4.1 Human Resources Service

The mission of the Human Resources Service is to implement UTM's human resources policies and strategies and to provide administrative support to the University's management in ensuring the effective recruitment, administration, and utilization of University staff in accordance with the legislation in force.
Objectives
- Recruitment, selection and employment of qualified personnel in accordance with occupational requirements;
- Ensuring fair and transparent remuneration of employees in accordance with current legislation;
- Providing administrative support to the UTM management by preparing reports and statistical analyses related to human resources.

4.2 Public Procurement Service

The mission of the Public Procurement Service is to ensure the provision of the material resources required by the University—goods, services and works—in order to fulfil UTM's mission and strategic objectives.
Objectives
- Ensuring transparency and integrity throughout the public procurement process;
- Ensuring the efficient use of financial resources through the application of appropriate procurement procedures;
- Maintaining communication with internal and external stakeholders regarding public procurement management;
- Receiving, storing and issuing goods.

4.3 Budget and Finance Division
Mission: To maintain and strengthen the financial and budgetary management of the Technical University of Moldova while providing the University community with regular information on the University's financial and economic status.
Objectives
- Preparing the University's income and expenditure budgets in cooperation with other University departments;
- Conducting economic analysis of the University's activities;
- Assessing the financial, budgetary and economic impact of proposed policies and draft legislative and regulatory acts;
- Providing guidance and recommendations regarding the efficiency and cost-effectiveness of resources used in the University's core managerial, operational and support processes.
