Role of the Rector
The Rector is the executive manager of the Technical University of Moldova. The Rector serves as the University's legal representative in relations with third parties, oversees its day-to-day management, and acts as the chief budget administrator.
Within the limits of his authority and in accordance with the applicable legislation, the Rector has the following responsibilities:
- Provides operational leadership for the University's academic, administrative, research, and financial activities, issuing orders and decisions governing its operation;
- Approves the internal regulatory framework governing the University's activities;
- Represents the University before public authorities, private organizations, national and international higher education institutions, and legal and natural persons;
- Chairs the meetings of the Senate and the Administrative Council and ensures the implementation of their decisions;
- Manages and oversees the University's fixed and current assets;
- Opens and administers the University's bank accounts, including foreign currency accounts;
- Appoints and dismisses Vice-Rectors and concludes employment contracts with other categories of staff;
- Initiates, through the Senate Competition Committee, the selection procedures for the positions of Dean and Head of Department, in accordance with the law;
- Approves the responsibilities of the Vice-Rectors, the Scientific Secretary of the Senate, and staff directly subordinate to the Rector;
- Authorizes student admission, dismissal, transfer, and reinstatement for Bachelor's, Master's, and Doctoral programmes;
- Continuously evaluates the University's infrastructure and submits proposals for its development and improvement to the Ministry of Education and other public authorities;
- Issues orders and decisions relating to all areas of university activity, including staff remuneration, motivation, and disciplinary measures within the UTM academic community.
