UTM, UPB, and ICPE-CA Bucharest: A Strategic Alliance Defining the Future of Cross-Border Engineering

The Technical University of Moldova, together with the National University of Science and Technology POLITEHNICA Bucharest (UPB) and the National Institute for Research and Development in Electrical Engineering ICPE-CA Bucharest, has signed a Strategic Partnership Memorandum. This landmark event strengthens the links between education, research, and industry, uniting the efforts of the Republic of Moldova and Romania to modernize engineering education and steer applied research directly toward market and digital economy needs.

Signed in Bucharest in the presence of administrative and scientific teams from all three institutions, the agreement bears the signatures of the institutions’ leaders: Prof. Dr. Habil. Viorel BOSTAN, corresponding member of the Academy of Sciences of Moldova and Rector of UTM; Prof. Dr. Eng. Mihnea-Cosmin COSTOIU, Rector of POLITEHNICA Bucharest; and Dr. Eng. Sergiu NICOLAIE, General Director of ICPE-CA.

This strategic partnership operates as a cross-border innovation platform, focused on making optimal use of the competencies and resources of the three partners, under a shared vision:

  • Cutting-edge practice and applied experience: UTM students will have direct access to internships in the most advanced laboratories and research centers of ICPE-CA and UPB.
  • High-impact joint research: development of major research-development-innovation projects and interdisciplinary scientific consortia in frontier fields—green energy, power electronics, smart communications.
  • Acceleration of technology transfer: ensuring a constant flow of knowledge between academia and R&D through the active involvement of students and doctoral candidates in experimental and innovative activities.

The collaboration also includes mutual access to laboratories, participation of specialists in academic activities, and joint organization of conferences, workshops, and scientific exhibitions designed to stimulate dialogue and amplify the impact of research.

The leaders of the three institutions highlighted the strategic significance of the agreement:
