Direction of Resource Management
I. MISSION
The Department of Management, Economics and Finance of the Technical University of Moldova has the mission to contribute to the optimization of activity of the University through the implementation of modern policies and procedures in the work of financial management, budgetary and extra-budgetary expenditure optimization, effective use of human and material resources, in line with University policy in the areas concerned and the rules, satisfy the needs of goods and services through proper implementation of legislation on public procurement.
II. OBJECTIVES:
- Development, usage management and monitoring in common with other subdivisions of the University the TUM budget;
- Accomplishing an effective economic analysis of the activity of University subdivisions of TUM;
- Ensuring transparency and integrity of the procurement process;
- Ensuring an efficient use of financial resources by applying the appropriate purchasing procedures;
- Communication with internal and external environment in matters relating to the management of public procurement.

Mission:
The mission of the Human Resources Service is to implement UTM’s personnel policies and strategies and to provide administrative support to the University’s management initiatives regarding the efficient recruitment, utilization, and management of staff in accordance with current regulations.
Objectives:
Recruitment, selection, and employment of qualified personnel according to occupational requirements;
Ensuring fair and transparent remuneration in accordance with current legislation, considering the quantity, quality, and complexity of work, the degree of responsibility involved, the results achieved, and the economic performance of UTM, as well as individual professional qualities and performance;
Providing necessary support to UTM administration in implementing personnel policies through the preparation of reports and statistical analyses on human resources.

The mission of the Public Procurement Service is to ensure the material resources (goods, services, and works) necessary for fulfilling UTM’s mission and achieving its objectives.
Objectives:
Ensuring transparency and integrity of the public procurement process;
Ensuring efficient use of financial resources through appropriate procurement procedures;
Maintaining communication with internal and external stakeholders regarding procurement management;
Receiving, storing, and issuing goods.

BUDGET AND FINANCE SECTION
Mission:
To maintain and strengthen the financial and budgetary management of UTM and to periodically inform the university community about the institution’s economic situation.
Objectives:
Preparing, jointly with other university subdivisions, the revenue and expenditure budgets of UTM;
Conducting economic analyses of UTM’s activity;
Providing assessments on the financial, budgetary, or economic impact of new policy proposals and draft legal or normative acts;
Offering assistance and opinions regarding the efficiency and economy of resources used in UTM’s key managerial, operational, and support processes.
