The Technical University of Moldova has achieved an extraordinary milestone: two of its scholar-professors have been included in the 2025 edition of the global Top 2% ranking of the most influential and cited scientific researchers in the world. This prestigious ranking, compiled by experts at the renowned Stanford University in the USA, reaffirms the outstanding quality and global impact of the research conducted at UTM.
The two scholars who carry UTM’s name across the world have long been recognized for their valuable scientific contributions and international academic visibility.

They are Professor Dr. Habil. Oleg Lupan, head of the Department of Microelectronics and Biomedical Engineering at the Faculty of Computers, Informatics and Microelectronics (FCIM-UTM), who was included in the Physics and Astronomy cluster, specifically in the Applied Physics/Nanotechnologies categories. Due to the significant impact of his research, he consistently ranks in this elite top, including in the 2025 edition of the Stanford Ranking. His expertise spans an impressive range of fields: applied physics, nanoscience, nanotechnology, microelectronics, and biomedical engineering, with a particular focus on the development and integration of nanomaterials in nanosensors. It is a point of pride that he is a recipient of the National Award (2018), and he has consistently been ranked as the number one scientist in Moldova, according to multiple international indices, including the AD Scientific Index. His work frequently appears among the most cited papers, and his name is also included in the TOP 1% Highly Cited Researchers in crossfield, according to Web of Science. His activity is globally recognized, including through his role as a visiting professor at prestigious institutions such as CNRS (France) and the University of Central Florida (USA). He is also an outstanding mentor to young researchers in Moldova.

The second UTM scientist included in the same elite Top 2% Stanford Ranking is Dr. Habil. Valentin Oleșciuc, principal research scientist at the Institute of Power Engineering (an institution affiliated with UTM since 2022). He is a recipient of the Academy of Sciences of Moldova Award in engineering sciences (2021) and appears in the global ranking in the Technical Sciences cluster, within the Electrical and Electronic Engineering/Energy categories.
The inclusion of these two scientists in this globally prestigious ranking, which for six consecutive years has highlighted the elite of global research, underscores their ongoing dedication to academic excellence and their significant contribution to advancing their respective fields at a global level.
The elite Top 2% Stanford Ranking, developed by a team led by Professor John Ioannidis of Stanford University, is internationally recognized as a benchmark of scientific performance.
- The database: evaluations are based on Scopus/Elsevier data and analyze key indicators such as total citations, h-index, and a composite indicator of author impact.
- Objectivity: researchers are classified into 22 scientific fields and 174 subfields, representing about 2% of over 9 million scientists with at least five indexed publications.
- Purpose: the recognition validates the quality and impact of research on a global scale, contributing to the promotion of academic excellence.
This exceptional achievement brings additional prestige and opportunities to the entire academic community of the Technical University of Moldova.
- Global prestige: inclusion in the Top 2% strengthens UTM’s international reputation and confirms its academic excellence.
- Attracting talent: such accomplishments attract high-performing professors, researchers, and students, enhancing the internal scientific environment.
- Funding and partnerships: international recognition facilitates access to grants, industry partnerships, and global collaboration projects.
Congratulations to the two scientists for this landmark achievement, which positions the Technical University of Moldova as a center of excellence in top-tier scientific research! By investing in excellence, we inspire future generations of innovators and researchers!
