Between June 23 and 26, 2025, the Technical University of Moldova had the honor of hosting the 13th edition of the prestigious IEEE Black Sea Conference on Communications and Networking (BlackSeaCom 2025). Organized under the auspices of the renowned IEEE Communications Society (ComSoc), this conference stands as a pivotal event in the landscape of communications and networking in the Black Sea region and beyond.
At the opening ceremony, UTM Rector, Professor Viorel Bostan, as Honorary Chair, expressed gratitude for the trust placed in UTM. He emphasized the university’s strong commitment to internationalization, academic excellence, and active participation in global research networks. A key message he shared with young researchers was to encourage them to engage in cutting-edge fields like advanced communications and smart digital infrastructures, highlighting the vital role of the new generation in shaping the future.
Establishing itself as a premier platform for innovation and collaboration, BlackSeaCom 2025 brings together renowned experts from academia, research institutes, and industry, creating an essential interdisciplinary forum for dialogue and cooperation. This year’s edition places a special focus on emerging technologies defining the digital future, including 5G, 6G, artificial intelligence, software-defined networking (SDN/NFV), Open RAN, cybersecurity, intelligent systems, and advanced data processing. These cutting-edge areas are crucial for the development of connected, secure, and efficient societies.

The fact that this traveling conference, traditionally organized in countries around the Black Sea, returned to Chișinău for the second time (after the 2014 edition) and chose UTM as its host once again reaffirms our university’s role as a regional leader in engineering education, research, and technological innovation. This choice highlights the international scientific community’s confidence in UTM’s ability to organize major events and contribute significantly to scientific progress.
The success of BlackSeaCom 2025 is the result of exemplary collaboration. General Co-Chairs, Associate Professor Andrei Dorogan from UTM and Dr. Taner Arsan from Kadir Has University, Turkey, ensured the highest scientific standards. Additionally, Operations Chairs, Associate Professor Dinu Țurcanu, UTM Vice-Rector for Digitalization, and Professor Vasile Tronciu, UTM Vice-Rector for Research, played a substantial role in the smooth running of the event.
Essential roles were also taken on by representatives of the UTM Faculty of Electronics and Telecommunications (FET), including Associate Professor Lilia Sava (Dean of FET), Associate Professor Valentina Tîrșu (Head of the TSE Department), Associate Professor Vladimir Mirovschi (Vice-Dean of FET), and Nelea Manin (student and FET collaborator).
The Directorate for Research Management also made a significant contribution through the active involvement of Researcher Eduard Monaico, as Tutorial Co-Chair and Web Chair, ensuring the successful conduct of training sessions and the functionality of the digital platform.
The diverse conference program included technical sessions, plenary lectures by international experts, discussion panels and thematic workshops, demonstration sessions, and interactive forums. The topics addressed reflected current and future challenges in digital communications, such as secure networks, signal processing, AI integration, software-defined infrastructures, and next-generation communication paradigms.
The 2025 edition featured scientific contributions from 22 countries, with 182 co-authors involved in the presented papers. This remarkable diversity highlights the event’s international character and the global interest in the cutting-edge topics discussed. Countries like Romania, Turkey, India, Spain, France, the USA, the UK, Germany, and many others were represented, strengthening research networks and fostering the exchange of ideas at a global level.
The IEEE BlackSeaCom 2025 conference reinforces UTM’s position as a reference institution in advanced scientific research, emerging technologies, and international cooperation, reaffirming its essential role in shaping the digital future of the region and beyond.
