On March 26, 2024, during an extended meeting of the Senate, Professor Viorel Bostan, PhD, Rector of the Technical University of Moldova, presented the annual report on the activities of the UTM Administration and the budget execution for the year 2023.
This marks the eighth report presented by Rector Viorel Bostan since his election in November 2015. With each report, UTM has recorded exceptional progress, enhancing its prestige and competitiveness both nationally and internationally. This ongoing advancement stands as a testament to the consistent efforts under the leadership of Rector Bostan, defined by his entrepreneurial and visionary spirit. It is under his management that the institution has experienced an upward trajectory in its multidimensional development, rallying the daily efforts of the administrative and academic community members of UTM toward the institution’s success.
The report for the year 2023 was structured around key domains of activity, outlining achievements across all spheres, ongoing projects, as well as future objectives and tasks aimed at propelling UTM to the next level in international rankings. The goal is to consolidate its status as a university of excellence, identified by its attractiveness and dynamism, and which prepares highly skilled professionals in line with current market demands and industrial needs.
In his speech, the Rector provided a comprehensive overview of UTM’s accomplishments in 2023. Key highlights included digital transformation, presented as a means of progress and adaptation to contemporary changes, major renovations, large-scale projects, and other interrelated aspects aimed at ensuring the institution’s proper functioning and increased visibility.
The imperative of digital reform was described as essential for modernizing and optimizing university activities. This involved implementing and expanding advanced technologies in teaching-learning processes, research, and administration. Through these digital initiatives, the Technical University of Moldova has elevated the quality of education, improved access to academic resources, and facilitated communication and collaboration among academic community members. By adopting innovative methods and online platforms, the university has provided an interactive educational environment tailored to the requirements and necessities of students in the digital age.
In advancing institutional technological facilities and operational efficiency, Rector Viorel Bostan, alongside the management team, have invested in modernizing and equipping laboratories and study spaces, offering students modern learning environments as well as comfortable living conditions in dormitories.
Following the inclusion of the former State Agrarian University of Moldova into UTM, a key priority in 2023 was the integration of the absorbed faculties into UTM, aligning them with the institution’s standards. By setting the university’s strategic direction to promote academic excellence and foster an environment conducive to innovation and performance, Mr. Bostan succeeded in revolutionizing the fields of agriculture and veterinary medicine in the country.
Further, the Rector outlined notable achievements in the Repair and Construction sector, presenting the transformation of the Mircești campus through extensive renovations, resulting in tangible results: the Agrotek Arena—a space dedicated to the application and study of digitalized agricultural technologies; the veterinary medicine laboratory; and the new headquarters of the UTM College.
The projects and investments of 2023 enabled the creation of a modernized infrastructure, access to state-of-the-art technologies, and personal development opportunities for students. In this context, Mr. Bostan mentioned the university corporate network—an ambitious project completed within the cross-border project “WiNet@UNI – Joint Cross-Border Networking Infrastructure of Technical Universities of Iasi and Moldova” (1HARD/3.1/75), as well as other notable achievements contributing to UTM’s progress, including the improvement of dormitory living conditions and enhancement of student welfare and comfort.
Recognizing the crucial role of material resources, the Rector presented analyses of statistical data, validated by concrete figures on various revenue and expenditure compartments, outlining priorities for future investment in accordance with principles of transparency.
With a resolute vision for university advancement and a commitment to realizing its mission, Rector Viorel Bostan embodies an inspirational and action-oriented leadership model, dedicated to upholding UTM’s values and priorities. Underlining UTM’s progress in 2023, while also acknowledging the need for ongoing efforts to further elevate UTM international standards, the Rector expressed gratitude to his team and all those involved in the university’s journey of success. Mr. Bostan reiterated the devotion of the entire leadership team to continuous growth and development, with the overarching goal of providing quality education and contributing to societal progress.
Finally, the Senate commended the activities outlined in the report, expressing appreciation for the efforts undertaken by the UTM administration in 2023. The senators’ recognition of the activities outlined in the report serves as validation of the positive impact of UTM’s endeavors in 2023, thus solidifying the institution’s reputation and prestige within the academic community and society at large.
