During March 14-15, Associate Professor Dr. Dinu Țurcanu, the Vice-Rector for Digitalization and Director for Strategic Partnership at CYBERCOR, participated in the second edition of the Defence & Security Days France – Romania – Republic of Moldova Forum in Bucharest, at the invitation of Lieutenant Colonel Florence SKRLJ, the Non-Resident Defense Attaché in Moldova and Deputy Defense Attaché in Romania.
The event brought together government officials, representatives from academia, military personnel, commanding officers, as well as specialists and experts in security and defense, who discussed strategic issues and priorities for strengthening interstate collaboration across various areas, including security and defense, commerce, industry, education, research, and development.

According to the agenda, the two-day event addressed topics concerning the current state of the strategic partnerships between Romania and France, and between Moldova and France. The conversation focused on Romania’s and Moldova’s defense priorities, decision-making processes, national ecosystems, and opportunities for collaboration with French companies. Additionally, experts delved into the principal challenges encountered by Romania and Moldova in terms of internal security and crisis management, including nuclear, radiological, biological, and chemical threats.
As an invitee, Mr. Țurcanu shared UTM’s experience in preparing graduates in the field of Information Technology and Cybersecurity, along with the role and objectives of the new entity established at UTM—the “Cybercor” National Institute for Cybersecurity Innovations.
The Vice-Rector held bilateral meetings with French companies (Thales, Chapvision, Eviden, Facepoint, Intersec, Praetorian Trajan, etc.), engaged in informal discussions among government officials, specialists, and experts in the relevant fields, and participated in technical workshops covering the subjects of “Nuclear, Radiological, Biological, and Chemical Threats (NRBC)”, “Electronic Warfare”, and “Counter-Drone Warfare (C-UAS)”.


In this context, Mr. Țurcanu, accompanied by Alexandru Corețchi, Director of the Information Technology and Cybersecurity Service, engaged in discussions with Dr. Sorin Dobircianu, Lead Expert at NATO, Director of the European Center for Multidisciplinary Research, Center for International Relations and Lobbying. Dr. Dobircianu brings extensive expertise in information management, crisis management, the establishment of partnership agreements in infrastructure and telecommunications, as well as consultancy in national defense and information, and telecommunications issues. The officials’ dialogue focused on the main challenges faced by Romania and Moldova regarding cybersecurity and crisis management.
The event was organized by Business France, in collaboration with the Defense Mission, the Internal Security Service, the Economic Service of the French Embassy in Romania, and DCIS (Directorate of International Security Cooperation–Ministry of Internal Affairs). Its aim is to strengthen economic and industrial relations in the security and defense sectors between French companies and public and private entities in Romania and the Republic of Moldova.
