Today, November 3, 2021, the International Conference “Nanotechnologies and Biomedical Engineering” – ICNBME 2021 was launched in the recently renovated hall of the Technical University of Moldova – the AMDARIS Amphitheater within the Faculty of Computers, Informatics and Microelectronics. The event was organized by the Society of Biomedical Engineering in Moldova, the Technical University of Moldova and the State University of Medicine and Pharmacy “Nicolae Testemiţanu”.
Now at its 5th edition, ICNBME 2021 has proven to be the most multidisciplinary scientific event with the greatest international impact to date. The conference was attended by about 200 scientists, engineers, renowned international experts from over 20 countries (Germany, Japan, China, Australia, USA and many other countries in Western and Eastern Europe), who deal with basic and applied research in the fields of Nanotechnology and Biomedical Engineering and who have registered over 100 reports that aim to elucidate the latest theoretical results and practical applications, thus boosting the exchange of information and experience, initiating new research projects in nanotechnology and biomedical engineering.
Beyond the fact that it is the only conference organized in the Republic of Moldova whose works can be found in the largest bibliographic and scientometric database in the world – SCOPUS, and whose reported scientific results have acquired an extended global visibility, this year’s edition of ICNBME is marked by the celebration of one of its founders and co-organizers – university professor, PhD in Physics and Mathematical Sciences, Victor ȘONTEA, who recently turned 70.
Acad. Ion TIGHINEANU declared himself honored to open the current edition of the Conference, which has been conducted for 10 years already. In 2011, when the first edition was launched, the Republic of Moldova managed to join the 7th Framework Program for Research and Technological Development of the European Union. Now, just a week ago, the Prime Minister of the Republic of Moldova signed the Association Agreement of the Republic of Moldova for the “Horizon Europe” Program. The President of the ASM made a comparison of the respective periods of ICNMBE in the context of the anniversary of prof. Victor ȘONTEA, mentioning that in 2011, Mr. Șontea celebrated his 60th anniversary, and now, at the 5th edition of the Conference, he is at his 70th birthday. In retrospect, since 2011, there were very good preconditions for initiating a multidisciplinary international conference in the fields of Nanotechnologies and Biomedical Engineering. These were great times to start the research in these two areas of study. The experience was a success, including the publication of scientific papers in international journals and the winning of various grants. All this was possible with the involvement of prof. Victor ȘONTEA, who was awarded the “Nicolae Milescu Spătarul” medal by the ASM presidium for the valuable results obtained in research, for his scientific-managerial activity and on the occasion of his anniversary.
The host of the event, the rector of TUM, univ. prof., Dr. Viorel BOSTAN, expressed his delight regarding the fact that this conference is considered the business card of the field of research in Electronics, Nanotechnologies, Informatics and Biomedicine. “Even though the conference is being held online due to the pandemic, we hope that the fruitful collaboration that began many years ago will continue in the future”, said the rector of TUM, declaring his certainty that ICNBME will continue to contribute to the advancement of Nanotechnologies, Nanomaterials and Biomedical Engineering, which are extremely important areas for human development. “We are very happy that we can contribute as much as possible to the growth of this sector of human research”, added Rector Viorel BOSTAN, who is confident that TUM will continue to provide the necessary support for research in this field. And for the prodigious activity in the field of engineering in higher education, the progress of Biomedical Engineering at TUM, advancing it to the level of indispensable multidisciplinary science and integrating it strongly in the modern medical services sector, prof. Victor ȘONTEA was awarded a Diploma of Gratitude for his contribution to the training of over 10,000 engineers in the field of Microelectronics and Information Technology, as well as for actively participating and promoting the training in Romanian of engineers within the higher education in the Republic, but also the training in English and French within some branches at FCIM. Mr. Șontea has contributed to the consolidation of the local technical university education and to its integration in the European space.
An online greeting message was also sent by the Secretary of State of the Ministry of Health, Zinaida BEZVERHNI, mentioning that in 2005, thanks to the significant efforts of TUM and the Ministry of Health, the profession of biomedical systems engineer was introduced in the Nomenclature and registered as a medical specialty in the Republic of Moldova. Since 2010, the training of specialists has begun through Master’s programs in the field of Biomedical Engineering, and so far, about 150 bioengineers have been trained, 54 of them working in the medical system of the Republic of Moldova. Ms. Bezverhni stressed that the necessity for this specialty remains a very important one, and currently, about 250 specialists in the field are needed. The new Government has a very ambitious plan to modernize the medical system, and its modernization would not be possible without modern technologies, which is why it relies heavily on the support of TUM in the training of specialists. Mrs. Bezverhni expressed her gratitude to prof. Victor Șontea for his contribution to the genesis of Biomedical Engineering in our country, Mr. Șontea being considered the father of all engineers working in the medical system. For his merits, he was awarded the Diploma of Gratitude of the Ministry of Health of Moldova, signed by Minister Ana NEMERENCO.
The president of the National Agency for Quality Assurance in Education and Research, assoc. prof., Dr. Andrei CHICIUC, declared that his joy for participating in the conference is doubled: Mr. Chiciuc returned to Alma Mater and is among the people who contributed to his training, especially prof. Șontea, whom he considers an example in a lot of aspects of his life. The president of ANACEC underlined that this meeting remains a landmark for international scientific conferences with modern topics of interest, and the issues addressed draw attention not only to modern research, but also outline a future based on Nanotechnology and Bioengineering. As a sign of high appreciation of his prodigious scientific-didactic activity, the contribution to the promotion of quality culture in education and research, the launch of the field of Biomedical Engineering in the research-innovation system of the Republic of Moldova and on the occasion of his 70th anniversary, ANACEC handed a Diploma of Gratitude to Victor Șontea.
A congratulatory message was sent from Germany by prof. Vladimir FOMIN, honorary member of the ASM. “It is a great pleasure for me to congratulate my good old friend, a brilliant scientist, I would say, of the Republic of Moldova, on the occasion of the 70th anniversary. I believe that the fruitful activity over several decades brought him to this peak and I wish him good health and to continue his remarkable scientific activity, but also the exceptional managerial and organizational activity, which blossomed in the five editions of the conference and which, without a doubt, will leave a mark in the development of science and, of course, of the Republic of Moldova.”
For his significant contribution in the field of research, for his perseverance, optimism and dedication with which he trains new generations, and for his professionalism, unconditional support and encouragement, the Association “Ștefan cel Mare și Sfânt” awarded prof. Victor ȘONTEA with the “Ștefan cel Mare și Sfânt Golden Badge” Order.
“It is an honor for us to give this award, on this significant day, to a role model such as professor Victor ȘONTEA, who is by far one of the best specialists in the fields of Microelectronics, Nanoelectronics, Microelectronic Systems Engineering, and others”, said the president of AO “Ștefan cel Mare și Sfânt”, Andrei BATEREANU.
Prof. Victor ȘONTEA thanked his colleagues from FCIM, who contributed to the organization of this edition of the Conference, and especially those who were and are with him in the difficult moments in life.
Modest by nature and with a philosopher’s frame of mind, prof. Victor ȘONTEA voiced his sincere gratitude to all colleagues and friends for the moments of happiness experienced during this beautiful debut of the conference, but also for the period of some time ago, when they supported him, from all corners of the world, when his health was put to the test. However, the support was well deserved, for his meticulousness in research and his full dedication to his beloved field. He built a fulminating career, making us proud to have him as a colleague. Mr. Șontea came to TUM on October 1, 1973, as an engineer, soon becoming a senior scientific collaborator at the Department of Microelectronics and Semiconductor Devices, then defending his Doctoral thesis in Physics-Mathematical Sciences – physics and semiconductor engineering, in 1982. His list of scientific titles included associate professor (1986), then university professor (1995), followed by a series of internships at renowned universities in Romania, Great Britain, France, Canada, Germany, after which he became the vice dean at the Faculty of Electrophysics (1985), dean at the Faculty of Computers, Informatics and Microelectronics (1987), director at the Informatics Francophone Branch (1997), head of the Department of Microelectronics and Biomedical Engineering (2004), director of the International Center “Engineering of Microelectronic Systems and Biomedical Devices” (2008), director of the doctoral school “Computer Science, Electronics and Communications” (2016), director of the National Center of Biomedical Engineering (2017). If we were to summarize the numbers and years, out of the 47 years of activity at TUM, he was a vice dean for 2 years, dean of FCIM for 17, another 16 years as the head of MIB Department, 11 – director of FI Branch, 2 – director of the Doctoral School. At FCIM, he set up 3 scientific-didactic centers: the National Center for Nuclear Safety Support; Center for Nanotechnologies and Nanosensors, National Center for Biomedical Engineering; International Center “Engineering of Microelectronic Systems and Medical Devices”, specialty “Engineering of biomedical systems”. He is the promoter of the implementation of Biomedical Engineering in the national health system, creating a chain of training and research centers within medical institutions.
