Collaboration Agreement Between the Technical University of Moldova and the National Regulatory Agency for Electronic Communications and Information Technology

At the initiative of the Faculty of Electronics and Telecommunications (FET), the Technical University of Moldova and the National Regulatory Agency for Electronic Communications and Information Technology (ANRCETI) have signed a collaborative agreement to establish inter-institutional cooperation aimed at advancing professional training in electronic communications and information technology, as well as fostering the application of these skills in developing modern electronic services.

The partnership’s main objective is to integrate the expertise of both institutions to ensure UTM graduates are highly qualified and well-prepared for the demands of the job market. Through this agreement, the Faculty of Electronics and Telecommunications at UTM commits to introducing innovative study modules that reflect the use of advanced technologies in electronic communication services. Furthermore, the faculty will conduct applied research aligned with ANRCETI’s needs and those of the ICT sector, ensuring useful technological transfer in this dynamic field. The faculty also commits to providing ongoing training for ANRCETI specialists, including through master’s and doctoral programs, supporting professional development tailored to industry needs.

According to UTM’s Rector, Viorel Bostan, this partnership is a cornerstone in the mission to train specialists in advanced technologies. “We aim to give students access to an education that combines theory with real-world practice, facilitating their integration into the ICT sector. Together with ANRCETI, we plan to provide continuous, up-to-date training for future engineers, suited to market demands and technological innovation,” he stated.

ANRCETI’s director, Sergiu Gaibu, accompanied by Gheorghe Cociorva, Head of Strategic Development and External Relations, and Anatol Guzun, Head of Product Evaluation and Compliance, expressed a commitment to supporting UTM’s curriculum development to include practical elements and current labor market requirements. The involvement of qualified ANRCETI personnel in teaching at the Bachelor’s and Master’s levels will contribute to an educational process attuned to real-world electronic communications. Additionally, ANRCETI will facilitate student internships in electronic communications, assisting their transition into the workforce.

Dinu Țurcanu, Vice-Rector for Digitalization, expressed confidence that this collaboration will positively impact the preparation of future specialists and serve as a partnership model supporting the country’s digital transformation.

Lilia Sava, Dean of the Faculty of Electronics and Telecommunications, emphasized the importance of this partnership with ANRCETI, highlighting that it will create significant opportunities for students, faculty, and ANRCETI specialists alike. The collaboration will focus on promoting experience exchange in three key areas—methodological activities, research, and internships—and prove to be a valuable tool in the professional development of all participants. This initiative will also include meetings dedicated to the exchange of knowledge and innovative ideas, fostering continuous growth in this dynamic field.

Valentina Tîrșu, Head of the Telecommunications and Electronic Systems Department, also attended the event and expressed great optimism about the impact of the collaboration with ANRCETI. She emphasized that the initiative would support advanced professional training in electronic communications and information technologies, contributing to the preparation of highly qualified specialists who can meet the current challenges of the market.

The collaboration will include organizing joint conferences, seminars, and events in electronic communications, information technology, information security, and e-governance, as well as promoting technological innovations in courses and university activities. These events aim to strengthen the connection between academia and industry, offering UTM students the chance to learn from the practical experience of experts in the ICT sector.

Following the signing, Director Gaibu held a meeting with students from the Faculty of Electronics and Telecommunications, where he underscored ANRCETI’s role as a central public authority overseeing electronic communications, information technology, and postal services. Gaibu highlighted the agency’s mission to protect the legitimate interests and rights of electronic communication and postal service users, promote competition in these markets, and encourage effective investments in infrastructure and innovation. He urged students to set new goals and aspirations for their careers, inspiring them to become actively involved in electronic communications and develop skills that contribute to the sector’s growth.
