Dinu ȚURCANU: The Republic of Moldova has all the tools for the strategic implementation of digital transformations

On September 16, UNDP Moldova, in cooperation with the Office of the Deputy Prime Minister for Digitalization and the Electronic Government Agency, launched the network of Media Ambassadors for Digital Transformation, consisting of 14 journalists from 10 localities in the Republic of Moldova. The members were selected through an open competition, now benefitting from a series of training courses in the field of e-government and related technological aspects, cyber security, personal data protection, e-commerce, digital economy, open databases, online access to information, etc.

Thus, between September 16-18, 2021, the first Digital Camp for the members of the network of Media Ambassadors for Digital Transformation took place. Dinu ȚURCANU, the vice-rector for Informatization, Partnerships, Institutional Image and Communication within the Technical University of Moldova, participated as a speaker at this important event.

“I am honored to be invited to speak and participate in the first discussion workshop within the Digital Camp for the members of the network of Media Ambassadors for Digital Transformation. It is an event with a strong impact, within which the academic environment meets with media representatives, with the interest to address together the subject of digitalization, as well as to convey our message to citizens, beneficiaries of services, and to listen to the opinion of journalists (graduates of educational institutions) on the digitization processes that need to be implemented in universities. In addition to the educational services provided by the Technical University of Moldova, the institution also has a social responsibility for the impact of their decisions and activities on society, as part of its transparent and ethical strategies. In the context of the digitalization of the Republic of Moldova, we understand that such practices should be encouraged and promoted among students and all staff, so that the values ​​of justice, equality, participatory democracy, social responsibility and sustainability are promoted and established. We all expect and want change, and now, the Republic of Moldova has all the tools, including the possibility of adjusting the legal framework for the strategic implementation of digital transformations. The Technical University of Moldova assures you of the necessary support in fulfilling the attributes of your important mission”, stated Dinu ȚURCANU, vice-rector of TUM.

In his presentation, Dinu ȚURCANU referred to the activity of TUM, emphasizing the importance of digitization within the higher education institution – such as the widespread use of Office 365 for Education, the use of the university management information system, the digitization of internal university processes, online payment of services, the use of ICT tools in the training of future Engineers, etc. The vice-rector also pointed out the support of donors and partners – the Moldova competitiveness project, funded by USAID, Sweden and Great Britain, the National Association of ICT Companies – ATIC, Tekwill, etc., and especially the support of Ana CHIRIȚA, director of ATIC Strategic Projects in the revolutionization and digitalization of the educational system in the Republic of Moldova. During the panel “The role of ICT entrepreneurs, academia and civil society within the approach of the whole society for the e-transformation efforts of the Republic of Moldova” on September 18, Dinu ȚURCANU spoke to journalists along with the professional speakers Ana CHIRIȚA (Tekwill / ATIC) and Igor CIUREA (LID Moldova).

The event brought together members of the Government, several e-government experts from the Public Institution “Electronic Government Agency” (AGE), including the director of the AGE, Olga TUMURUC, and the deputy director Vlad MANOIL; Andrea CUZYOVA, Deputy Resident Representative of UNDP Moldova; Sergiu GAIBU, Minister of Economy; Ana REVENCO, Minister of Internal Affairs; Mircea EȘANU, director of the Public Services Agency; representatives of the Ministry of Health; Natalia SPÎNU, head of the Cyber ​​Incident Response Center within the Information Technology and Cyber ​​Security Service, promoters and supporters of the digitization process, together with the special guest Iurie ȚURCANU, Deputy Prime Minister for Digitization. The discussions focused on the need for close collaboration between the Government, academia, donors, public institutions and the media to boost digitalization, but also to motivate citizens in the use of digital services. In addition, on the last day of the Digital Camp, Mark Belinsky (UNDP Digital Office, New York, USA) presented the “UNDP Digital Readiness Assessment”.

Dinu ȚURCANU thanked the organizers and Mr. Victor GUZUN, the coordinator and moderator of the event, for the initiative. The vice-rector expressed his hope for this platform to continue being active and dynamic, and for citizens to be correctly informed about the opportunities for digital transformations.
