During the meeting of January 13, 2021, organized by the Agency for Energy Efficiency (AEE) in partnership with the Center for Continuing Education – Energy Efficiency of Public Buildings (CFC-EECP) around the Technical University of Moldova and the German Cooperation Agency (GIZ), the “Report on the establishment of the minimum requirements for individuals wishing to practice the activity of energy auditor” was examined and approved.
The normative document, developed by CFC-EECP and financially supported by GIZ within the project “Modernization of local public services in the Republic of Moldova”, aims to guide the AEE in establishing the list of specialties, which will correspond ex officio to the requirements of qualification and registration of energy auditors, the list of specializations for which the qualification and registration in the Electronic Register of Energy Auditors is requested, as well as the establishment of guidelines and minimum requirements regarding the educational background of applicants wishing to be qualified as energy auditors.
The higher education programs that correspond ex officio to the requirements and conditions established for the qualification and registration of energy auditors have been selected based on the curriculum, and the inclusion of the courses/study modules below are cumulated from the following fields:
- Renewable energy sources
- Energetic efficiency
- Energy audit
- Economics/management
These requirements also correspond to two Master’s degree programs (cycle II):
- 071 Energy and Environment program within the Faculty of Power and Electrical Engineering of the Technical University of Moldova. In the 2014 edition of the curriculum, approved by the UTM Senate at the meeting of January 9, 2014, minutes no. 5 and the 2018 edition, approved by the UTM Senate at the meeting of March 27, 2018, minutes no. 7, coordinated with MECC on April 23, 2018, registration number ÎSM-01-18432, there are courses/study modules from the nominated fields;
- 073 Engineering of Installations of Microclimate Insurance in Buildings, within the Faculty of Architecture and Urban Planning of the Technical University of Moldova. In the 2013 edition of the curriculum, approved by the UTM Senate at the meeting of September 24, 2013, minutes no. 1 and the 2018 edition, approved by the UTM Senate at the meeting of March 27, 2018, minutes no. 7, coordinated with MECC on May 4, 2018, registration number ÎSM-01-18468, there are courses/study modules from the mentioned fields.
The report was prepared in accordance with the provisions of the “Regulation on energy auditors and energy audit”, approved by Government Decision no. 676 of September 10, 2020, points 9, 10 and 11.
The organizers expressed their gratitude to all those involved in this complicated process, mentioning that the time to form the first class of energy auditors for buildings, trained according to the new program, is getting closer.
