UTM, AGCC, and CM-USAID Join Forces to Train Future Leaders in Geodesy and Community Development

Aspiring geodetic and cadastral engineers now have a unique opportunity to shape their future careers! The Technical University of Moldova has partnered with the Agency for Geodesy, Cartography, and Cadastre of the Republic of Moldova (AGCC) and the USAID “My Community” (MC) program to create a strategic alliance. This collaboration is designed to enrich UTM students’ education, placing a strong focus on hands-on experience in cadastre, land management, geodesy, and geoinformatics.

The goal of this partnership is to support the development, implementation, and promotion of innovative tools that generate best practices in efficient and transparent public property management. Under the guidance of top mentors from AGCC and MC, students will have the chance to access field internships and participate in hands-on activities, such as geodetic measurements and land cadastration. By integrating essential data like property values, traffic density, and protected area conditions, they will develop and propose innovative solutions for communities based on the collected information. Additionally, they will work on joint projects designed to improve infrastructure and manage natural resources efficiently. This will enable local authorities to make informed decisions, promoting transparency in resource management and contributing to sustainable urban development.

UTM Rector, Prof. Viorel BOSTAN, Ph.D., highlighted the importance of this partnership for strengthening students’ practical training and advancing their future careers: “This cooperation opens vast opportunities for our students, offering them the chance to solidify their theoretical knowledge and, more importantly, to gain valuable practical skills. We are confident that this collaboration will have a positive impact on the careers of future geodetic and cadastral engineers and on the development of communities in Moldova.”

Assoc. Prof. Livia NISTOR-LOPATENCO, Ph.D., Dean of the Faculty of Constructions, Geodesy, and Cadastre (FCGC), where future specialists in geodesy and cadastre are trained, emphasized the significance of this partnership: “Specialized internships for FCGC students at AGCC and its subordinate institutions, the development of bachelor’s and master’s theses on topics proposed by USAID, and their involvement in volunteer activities are just a few of the direct benefits for students. Specifically, FCGC students and graduates will have the opportunity to actively contribute to the territorial-administrative development and mapping of the Republic of Moldova.”

The Dean also mentioned several strategic areas in which the faculty will engage: “Through this partnership, our future engineers will identify public needs for the development of urban and rural localities, collaborating with AGCC, USAID, and other professional platforms from the EU to implement Geographic Information Systems (GIS) according to European standards. Well-prepared students and graduates from FCGC will contribute to the development and implementation of the GIS-Local Platform for major cities in Moldova and will actively participate in the digitalization of technical projects for street lighting in all localities across the country.”

AGCC General Director Ivan DANII underscored the value of this collaboration in modernizing the geodetic and cadastral sector: “Training a new generation of specialists will enhance the services we provide to citizens. We’re thrilled to partner with UTM and MC to prepare young professionals who will make a real difference in their communities. This partnership not only fosters sustainable development but also gives young people the chance to apply their knowledge and skills in meaningful ways.”

Daniel ȘERBAN, Director of the USAID “My Community” Program, stressed the importance of integrating specialized courses into the FCGC-UTM curriculum to fully prepare future geospatial experts. These courses will equip students with the latest practices in spatial data management, ensuring they are ready to help implement digital technologies within local public authorities after graduation. The MC Program will offer support to both AGCC and UTM in developing and delivering training sessions for APL specialists in the fields of cadastre and land relations. Additionally, the program will collaborate on a national campaign to raise awareness and promote cooperation for more efficient public asset management through innovative digital techniques in APL.

The partnership between UTM, AGCC, and USAID represents a significant step in promoting and strengthening local capacities for public asset management and modernizing local governance. By supporting the digitalization of local public administration in Moldova, it will contribute to transparent and sustainable urban development, as well as improving the quality of life for citizens. Innovation and collaboration will transform Moldova into a regional hub for geospatial development and sustainable growth.
