The most globally recognized scholar from the Republic of Moldova, Prof. Dr. Hab. Oleg Lupan, Head of the Microelectronics and Biomedical Engineering Department at the UTM Faculty of Computers, Informatics, and Microelectronics, has been awarded the “Certificate of Valued Membership” by the prestigious Institute of Electrical and Electronics Engineers (IEEE) in the United States. This certificate, numbered 9973343, was handed by IEEE President Thomas M. Coughlin, who is himself an IEEE Life Fellow. This recognition grants Prof. Dr. Hab. Oleg Lupan the status of a full member within IEEE, a community with over 400,000 members—professionals in the fields of technology and engineering who share a common passion for continuous learning, interaction, collaboration, and innovation.

Prof. Oleg Lupan has also reached an impressive Hirsch index (h-index) of 60, according to SCOPUS, with his scientific works cited over 11,600 times internationally. The Hirsch index is a measure of a scholar’s productivity and the impact of their valuable scientific publications, indicating their influence in the field. Many of his scientific papers are globally recognized, being ranked in the TOP 1% and even the TOP 0.1%, according to the Web of Science.
Professor Lupan’s internationally acclaimed scientific research, conducted in collaboration with fellow professors and researchers from DMIB and esteemed universities around the world, has significantly contributed to the advancement of knowledge in various engineering fields. Furthermore, it has earned him the esteemed recognition as one of the TOP 1% Highly Cited Researchers, a testament to his global influence and impact in the field.
Mr. Lupan has dedicated three decades of his career to the Technical University of Moldova. He teaches seven courses within the Department of Microelectronics and Biomedical Engineering at the Faculty of Computers, Informatics, and Microelectronics. He also serves as professor by courtesy at the Faculty of Physics of the top-ranking University of Central Florida (UCF). Dr. Lupan is regularly invited to prestigious institutions like PSL University in France and CAU University in Germany. Additionally, he holds the distinguished title of an honorary member of the Academy of Technical Sciences in Romania (ASTR).
His contributions extend beyond teaching. Prof. Lupan has mentored several Ph.D. candidates among the young academics he collaborates with at UTM, including Vasilii Crețu, Vasile Postica, Nicolai Ababii, Nicolae Magariu, and others. His guidance has benefited young doctoral students, master’s candidates, future Ph.D. holders, and university professors, all of whom are highly qualified specialists in the Republic of Moldova.
The Department of Microelectronics and Biomedical Engineering at FCIM-UTM plays a vital role in facilitating the educational process for three study programs: Applied Electronics, Microelectronics and Nanotechnologies, and Biomedical Engineering, for both undergraduate and postgraduate levels, as well as five specialized fields at the doctoral level. This department contributes considerably to the development of future engineers and researchers under the guidance of Professor Lupan.
Scholar Oleg Lupan has had an exceptional role at the Technical University of Moldova, contributing greatly to both research and education. His remarkable achievements in these fields serve as an excellent example for the academic community not only in Moldova, but also on a global scale. With an international reputation for excellence in Microelectronics and Biomedical Engineering, as well as a substantial impact on the academic community, he proudly represents the Republic of Moldova and remains a source of inspiration for new generations of researchers and engineers.
